Fix build suggestions: broken links, absolute links, and column header (Group 1)

- handle-pointer-input.md: table header already fixed in prior commit (04b375f)
- web/index.md: update broken react-native-windows docs link (rnm-getting-started -> getting-started)
- web/apis.md: remove broken Bing Knowledge Widget link (discontinued)
- winget/index.md: convert absolute learn.ms link to root-relative
- which-networking-technology.md: replace broken rfc-archive.org link with IETF
