Move 'Choose your AI solution' to top-level TOC position

Was buried under Windows Machine Learning (legacy) > Release notes.
Moved to second entry under 'Local AI on Windows', directly after Overview.
Removed the stale 'Compare AI solutions' entry from the legacy location.
