Add UK South capacity limitation notice for Basic v2 and Standard v2 APIM tiers

Add an important callout and table footnote to the v2 region availability
page, informing users that creation of new Basic v2 and Standard v2
instances in UK South is temporarily unavailable due to capacity
constraints. Suggests UK West and North Europe as alternative regions.
