Add Azure CLI and Bicep tabs to manage NAT gateway V2 article

- Added CLI and Bicep tabs to all 7 sections: prerequisites, create NAT
  gateway with subnet, create NAT gateway with virtual network, remove
  from subnet, remove from virtual network, add/remove public IP, and
  add/remove public IP prefix
- CLI commands use StandardV2 SKU, zones 1 2 3, and V2-specific parameters
- Bicep template uses Microsoft.Network API 2024-05-01 with StandardV2 SKU
- Vnet-level Bicep tabs note that feature is not yet available in Bicep
- Updated intro text to reference CLI and Bicep where applicable
- Added devx-track-bicep to ms.custom metadata
- Updated ms.date
