docs: clarify Basic SKU Gateway migration is automatic (no customer action required)

- Add 'No customer action is required' to Customer impact column
- Change 'automated capability will be available' to 'Microsoft will automatically remove'
- Add 'No migration action required' to Customer action column
- Clarify contrast with VpnGw1-5 which requires customer-initiated migration

This addresses customer confusion about whether Basic SKU Gateway users need to take any action for the Basic public IP migration.
