Adding call out for Retire actions pending forever

Retire actions will always stay on Pending state for macOS devices due to a platform limitation, this was discussed with Intune Engineering here https://portal.microsofticm.com/imp/v5/incidents/details/621358165 so adding the call out that this applies to Retire actions as well to avoid confusion.
