Create sts-recommendations-for-windows-server.md

WSD and EE have multiple support cases for STS since 2023 where they needed to instruct customers to disable STS. However, customers are hesitant to implement undocumented behavior in their production environments and expect the team to document our stance publicly before closing the support cases. This document states our official stance on STS. It has been reviewed and approved by Windows Time Service team, EE, WSD, and CELA.
