Switch to auto-scheduled setup for azure and azure_eastus2 ci runs (aspnet#2104)

Add profiles for individual Azure CI setups, add benchmarks_ci_azure.json and benchmarks_ci_azure_eastus2.json configuration files for Azure CI runs, and added the machines to use the profiles for the Azure CI runs.
