Service development status

Notes on the development status of the different services tracked in git as well as notes about where they need to go.

If you are starting to investigate or develop a connector please put your IRC name, or some other contact method, in the Devs line so we don't cause too many collisions as people ramp up.

Services will be given a status on the following scale:

• Stub: This service is not installable and does not do anything meaningful. Any existing code is either old or should be treated as pseudocode.
• Young: This is an installable service but has many known issues and is just beginning its development.
• Developing: This service is a current development focus and should be decently usable. It might not follow all of the current patterns perfectly, but it still does its job.
• Mature: A fairly complete service that is highly usable.
