spirv-val: Breakup ValidateVariable (KhronosGroup#6592)

I tried to work on `ValidateVariable` and its honestly a 800 line mess
of a function and no clue "where" to add anything

I tried to break it up into some more smaller functions and group things
together to make it more manageable
