[lit][SPIRV] convert runFileTest shaders to lit FileCheck test (microsoft#5901)
 Convert from bottom of CodeGenSpirvTest.cpp. Skipped FileTest::CompatibilityWithVk1p1 as barrier for runCodeTest.
